GWPO appoints two global technical envoys focusing on investment and diplomacy

Global Water Partnership Organisation has appointed two Global Technical Envoys – Dr Alex Money and Kelly Ann Naylor – in part-time strategic advisory roles that will help shape the future of global water investment and diplomacy.

Global Technical Envoy – Finance & Capital Markets

Dr Alex Money has been appointed as Global Technical Envoy – Finance & Capital Markets. This is an influential strategic advisory role, established to help the organisation meet its objective of shaping the future of global water investment. As a principal advisor to the CEO, Dr Money will support the establishment and scale up of the Global Water Investment Platform (GIP), as well as the Global Blended De-risking Facility. Working with multilateral development banks, climate finance institutions, investors and the private sector, his mandate is to help mobilise finance for climate-resilient water infrastructure and the sustainable provision of water services. Dr Money is an internationally recognised expert on water, finance and sustainable development, with over 30 years of professional experience.

A former Vice-President and equity investment fund manager with Citigroup and Bessemer Trust in London, UK, Dr Money managed multiple emerging market equity portfolios. His engagement with multilateral development banks includes various finance specialist support roles with the World Bank and the Asian Development Bank, the Development Bank of Latin America, and the African Development Bank. He is the founder and CEO of Watermarq, and the Founder in Residence at the University of Oxford’s Smith School of Enterprise and the Environment. Dr Money is also a member of GWPO’s Technical Committee and serves as Chief Investment Advisor to the Africa Water Investment Programme. He is also a Warden of the Worshipful Company of Water Conservators and a panel member of the Commonwealth Scholarship Commission in the UK. Alex holds master’s and doctoral degrees in water from the University of Oxford.

Global Technical Envoy – UN Water & Climate Multilateral Affairs

Kelly Ann Naylor has been appointed as Global Technical Envoy – UN Water & Climate Multilateral Affairs. Working closely with the CEO, Ms Naylor will support GWPO’s ongoing engagement with the UN system, intergovernmental bodies and multilateral partners, and support the organisation at summits, UN meetings and high-level water and climate dialogues.

Ms Naylor will engage governments, senior diplomats and global partners, helping shape water, climate and finance policy and position water as a priority for climate resilience and sustainable development. Ms Naylor brings over 25 years of experience in international water and sanitation policy and programming. A civil engineer by training, she was UNICEF’s Global Director for Water, Sanitation, Hygiene, Climate and Disaster-Risk Reduction from 2018 to 2022, and served as Vice Chair of UN-Water, the UN system’s coordination mechanism for water and sanitation, from 2020 to 2022. Most recently, as a freelance consultant, she has supported flagship UN system reports on SDG 6 and Member State-driven processes related to the UN Water Action Decade 2018–2028 and the 2026 UN Water Conference.
